Case study · public health

Adopted by the Municipality of Yguazú, working with SENEPA, eleven months after NASA Space Apps 2025

MosquitOFF forecasts where the Aedes aegypti mosquito, which carries dengue, Zika, chikungunya and yellow fever, is likely to multiply. In August 2026 my own town began using it, together with SENEPA, the national vector control service, and local health posts.1,2,6

Why Yguazú needed this

Dengue is not rare in Paraguay: [TBD: one sourced dengue figure for Paraguay]5 I wanted municipalities to decide where to act before the mosquito multiplies. My father, a specialist in the field, inspired the project,3 and Yguazú, where I live, was the obvious place to try it.

How it works

Three kinds of input go in: NASA satellite data on precipitation, soil moisture and temperature; population density from Paraguay’s 2022 national census (INE); and epidemiologically validated models of how the mosquito behaves. The system uses machine learning on top of them.3 What comes out is a risk score every day for each of the 218 municipalities, plus a forecast for the next seven days.

The Yguazú version is hyper-local. I built it with the municipal Environment Directorate, and its map labels sub-neighbourhoods with the informal names residents use. Suspected dengue cases reported at the health posts feed in as they are reported.1,2 I donated my time. The map below shows how a seven-day forecast reads.

Illustrative dengue-risk forecast map of Paraguay Outline of Paraguay filled with a mosaic of small squares, darker where the illustrative risk is higher. The humid east, around Alto Paraná, Itapúa and Central, is darkest. The dry Chaco in the west is palest. The Paraguay River divides the two regions. Yguazú, Ciudad del Este and Asunción are marked. What we don’t know yet

Adoption began in August 2026, so there is no season of results yet. The next step is measuring whether targeted clean-ups, sent where the forecast points, reduce cases. Until that is measured, MosquitOFF is a forecast, not a proven intervention. [TBD: any check of the forecast against cases reported by the health posts]

Mayor Mauro Kawano called the platform “revolutionary”2 and hopes for adoption across the department and then nationally. I think the same approach could serve Brazil, India and parts of Africa. That is a belief, and it needs the same measurement first.

Head of Marketing 2022–2025 · Director of Strategic Partnerships & Education 2025–present

I set up GDevelop’s bundle-store partnerships and built its education department.

GDevelop is an open-source game engine. The company is registered in the UK and the team works from France. I set up the Humble Bundle and Fanatical partnerships, and I negotiated the Global Game Jam 2024 sponsorship.

I keep ending up teaching the people who use what I build.

Building the tool was never the whole job. Someone had to learn it.

  1. Universidad Nacional de Itapúa, Faculty of Medicine. I built, launched and maintained the faculty's website and e-learning platform, and trained the teaching staff to use it.5
  2. CCPA, Centro Cultural Paraguayo Americano. I taught English at levels A2 and C2.
  3. Juntos Bajo El Sol, which I founded: a solar-powered, weatherproof, open-source digital library for rural schools. [TBD: confirm current status]
  4. GDevelop. I built the education department and run its curriculum and partnerships.
  5. Yguazú. I am training health-post staff, teachers and public employees to use MosquitOFF.
